Zero Waste Manager

About the Role

The Presidio Trust is seeking a Zero Waste Manager who will support the Planning Department. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

The Zero Waste Manager is responsible for developing and maintaining the Trust’s Zero Waste strategy and model program to continually reduce the amount of waste sent to landfill. The program includes reuse, recovery, and redeployment efforts related to historic building rehabilitation and forest renewal materials that are salvageable or could otherwise be reused or recycled. Working with Trust staff, tenants, and visitors, their goal is to identify opportunities and establish initiatives to reduce, minimize, or eliminate material waste park-wide.

This is a full-time position with benefits and a starting pay range of $108,547 to $123,745. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by March 29, 2024 will receive first consideration.

Responsibilities

  • Serve as primary point of contact and technical resource, leading efforts and teams, to improve waste management services, including the collection and proper disposal of mixed recycling, food waste, yard waste, cardboard, metals, batteries, furniture, construction debris, mattresses, and other solid waste.
  • Develop, implement, and manage the Agency’s comprehensive waste reduction policies and programs and targets, as well as specific measurable strategies designed to meet waste reduction program targets.
  • Monitor and assess the solid waste stream park-wide for compliance with zero waste policies.
  • Collect and analyze data to determine progress towards Agency targets.
  • Design and maintain metric and prepare reports as required to inform Agency of progress towards program targets; refine strategies as necessary to ensure effectiveness.
  • Develop and implement communication programs to educate and engage all Park users on recycling and waste reduction requirements, procedures, objectives and goals.
  • Prepare and submit annual reports to the Environmental Protection Agency WasteWise Program.
  • Manage program for the re-purposing of architectural and historic salvage elements into high profile development projects, including large scale building deconstruction and old growth lumber recovery.
  • Manage the Presidio compost program, involving the collection, conditioning, finishing and distribution of compost and soil amendments.
  • Work closely with Environmental Protection Specialist to support reduction of hazardous waste.
  • Prepare and manage budget for operational and maintenance needs of the program and equipment.
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s degree (BA or BS) in Sustainability Planning/Environmental Science or related field.
  • Minimum of five (5) years of experience in the waste management industry, with three (3) years of experience directly related to Zero Waste, recycling, solid waste management, and waste diversion.
  • A working knowledge of conservation practices, waste reduction procedures and market strategies for recycling and reuse.
  • Excellent organizational and communication skills to manage several programs and projects at any time.
  • Experience executing projects to delivery; scheduling, timelines, and budget.
  • Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions and apply concepts to practical situations.
  • High motivation, ability to work independently under minimal supervision, and concern regarding recycling and environmental issues.
  • Zero Waste certifications such as CRRA/SWANA or TRUE, a plus

About the Planning and Compliance Department

The Planning and Compliance Department develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Presidio Trust’s strategic goals. This interdisciplinary team includes urban design and transportation professionals, staff ensuring historic and environmental compliance and sustainability, GIS specialists, and permitting experts. The department oversees efficient permitting and compliance processes for all building, landscape, and infrastructure projects to ensure that the Presidio’s significant history and ecology are protected, and that projects advance Trust strategic goals and the public interest.

Background Investigation and Review

The Presidio Trust has identified this position as subject to an employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license. An individual’s granting of a background investigation and resulting report is voluntary. However, employment in this sensitive position is contingent upon the successful completion of an employment background investigation. The Presidio Trust may refuse to hire an individual, may rescind an offer of employment to an individual, or may review and terminate the employment of a current employee not successfully completing the background investigation.
