About The Role

The Presidio Trust is seeking a Technical Accounting Manager within the Finance Division. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues grow.

The Technical Accounting Manager serves as a subject matter expert in federal accounting standards and provides strategic guidance to the finance team. This position requires a strong foundation in Generally Accepted Accounting Principles (GAAP), the ability to research and analyze complex transactions, and effective communication skills to collaborate with various agency stakeholders. The Technical Accounting Manager also serves as the accounting department lead on diverse agency projects that impact the entire agency and is a key member of the management team within the Presidio Trust Finance division.

This is a full-time position with benefits and a starting pay range of $126,842 to $150,531. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by April 12, 2024 will receive first consideration.

Responsibilities

  • Research, interpret and apply federal accounting standards, advising on the accounting treatment for complex transactions. Prepare technical accounting memos summarizing transactions and the related accounting literature and conclusions.
  • Consult with internal departments and external auditors on technical accounting matters and the application and development of accounting policies. Ensure that the accounting for all new recurring transactions, as well as significant unusual (one-time) transactions, is U.S. GAAP compliant.
  • Monitor current accounting and regulatory developments and provide updates to senior management on the impact that new developments may have on the Agency, e.g., new standards promulgated by the Federal Accounting Standards Advisory Board (FASAB).
  • Provide training and support to finance management and staff, and other relevant teams, on accounting policies, technical accounting matters, research findings or other federal government accounting matters.
  • Identify and lead the analysis, documentation, and coordination of assigned priority accounting projects, ensuring timely completion and compliance with project objectives. Manage project teams, set milestones, and provide regular updates to stakeholders.
  • Lead and manage the development and implementation of accounting policies and procedures.
  • Assist with the preparation of financial reporting disclosures (footnotes) and work closely with the accounting team to ensure appropriate disclosures are made in accordance with FASAB guidance and OMB Circular A-136.
  • Serve as system administrator and primary contact for the agency’s Treasury accounting applications. Research and advise timely on changes necessary or new offerings available to federal agencies, e.g., cash collection mechanisms.
  • Support and contribute to the evaluation, implementation and maintenance of financial management systems used by the Agency.
  • Assist Controller with the coordination of internal and external audits, ensuring compliance with federal laws, regulations, and guidelines.
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, or a related field with at least twenty-four (24) semester hours in Accounting.
  • Eight (8) years of progressive experience in financial accounting; OR
  • A combination of education and public accounting experience that demonstrates the knowledge and skills necessary to perform the required work.
  • Proficiency in researching, interpreting, and applying technical accounting standards within the General Accepted Accounting Principles (GAAP) hierarchy. Federal accounting expertise strongly desired but not required.
  • Strong project management skills with experience leading complex accounting projects.
  • Excellent analytical and problem-solving abilities.
  • Proficiency in financial management systems and advanced knowledge of spreadsheet applications.
  • Effective communication skills with the ability to convey complex financial information to diverse audiences. Ability to manage workflows across all levels of the organization.
  • Critical thinker with attention to detail, who can seek innovative solutions to complex business/technical issues.

Desired Qualifications

  • Master’s degree, CPA certification and/or public accounting experience preferred.
  • Experience with Oracle Financials desired but not required.

Background Investigation and Review

The Presidio Trust has identified this position as subject to a standard employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license, and a credit report. An individual’s granting of a background investigation and resulting report is voluntary, however, employment is contingent upon the successful completion of the investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete a background investigation.
