Procurement Sourcing Specialist

About the Role

The Presidio Trust is seeking a Procurement Sourcing Specialist who will support the Procurement Department through sourcing of goods and materials utilizing General Services Administration (GSA) agreements, Cooperative Agreements, and private sector companies. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues to grow.

The Procurement Sourcing Specialist collaborates with various departments to research, identify, and evaluate sources for the purchase of goods and materials; responsible for engaging suppliers, negotiating pricing, maintaining inventory min/max levels, and managing sourcing agreements to obtain maximum cost benefit to the Presidio Trust, and ensures that all products and services meet the Agency’s specifications and needs. This role analyzes spend data and trends to identify and develop overall strategic sourcing initiatives and improve processes; ensures procurement requirements, policies and procedures are met, and applies best business practices.

Our ideal candidate has extensive knowledge of construction materials for the maintenance, repair and operations of residential and commercial buildings, outstanding communication and interpersonal skills and embraces the opportunity to work in a team-oriented department.

This is a full-time position with benefits and a starting at $77,854 per year. This position is included in a bargaining unit, specifically The Laborer’s International Union of North America, Local 792, United Public Employees of California. Responsibilities

  • Serve as point of contact to execute acquisition and supply chain management strategies commensurate with the needs of the organization, perform technical and non-technical research to identify appropriate vendors, and implement partnering purchasing agreements and best practices for procurement, including supporting technologies related to sourcing commodities.
  • Develop and lead sourcing strategies, analyze market trends and conditions that affect suppliers, cost of goods, pricing, and the resulting impact on organization.
  • Identify suppliers to source various materials and/or categories, that are standard to difficult in complexity and spend utilizing the sourcing processes adopted by the Purchasing team.
  • Monitor inventory to ensure minimum quantities are maintained to ensure positive inventory amounts.
  • Confer with vendors to obtain product information such as price, availability and deliver schedule; prepare and issue solicitations that clearly define requirements, analyzes bid responses to determine the most responsive and responsible bidder to optimize best value and quality for the Presidio Trust.
  • Negotiate pricing and terms with suppliers focusing on quality, responsiveness and cost to recommend award.
  • Create purchase requisitions and ensure compliance and provide all backup documentation to support purchase.
  • Determines when recurring purchasing and/or blanket purchasing orders are appropriate based on materials usage, availability, price considerations and lead times.
  • Monitor supplier performance for development of metrics and Key Performance Indicators (KPI’s) making suggestions associated with strategic initiatives for supply chain excellence.
  • Provide technical knowledge regarding materials, products, and other industry-specific knowledge for use in sourcing and communicating with suppliers and internal customers.
  • Follows established procurement policies, procedures, and best business practices.
  • Provide back-up at warehouse, which may include but not limited to:
    • Offload delivery trucks using a forklift as needed.
    • Ensure delivered orders received match PO and complete the iPro receiving process in Oracle.
    • Assist employees when picking up stock materials from warehouses.
    • Issue materials to work orders.
  • Other duties as assigned.

Required Qualifications

  • Associate degree in business administration or a similar field.
  • 3-5 years of relevant experience as a sourcing or procurement professional, and/or in supply chain management.
  • Must have negotiation and interpersonal skills.
  • Proficiency in oral and written communications.
  • Excellent problem-solving skills, attention to detail, ability to think and act strategically.
  • Ability to work collaboratively with individuals and groups from a wide variety of backgrounds and organization levels, to incorporate their ideas, adapt to their needs, and to form consensus.
  • Expert in price analysis techniques to evaluate prices or costs for procurements with inadequate price history.
  • Advanced computer skills in word processing, spread sheets (MS Office suite, excel).
  • Demonstrate exemplary integrity and ethics in all instances.

Desired Qualifications

  • Bachelor’s degree in business administration or related field preferred.
  • Extensive knowledge of construction materials for themaintenance, repair and operations of residential and commercial buildings.
  • Working knowledge of Oracle E-Business Suite and YARDI.
  • Professional Purchasing Certifications are a plus.
  • Understanding of LEAN Management process (can be learned on the job – within 6 months)

About the Administration Department

The Administration Department provides a variety of contract and solicitation support services for the entire organization.  As part of a division that includes office management for Trust-occupied facilities, supports and records management and compliance, the procurement office delivers a high standard of customer service as well as contracting administration, in-house purchases, and manages the process of creating and documenting organizational policies and procedures.

Background Investigation and Review

The Presidio Trust has identified this position as subject to a standard employment background investigation which shall consist of a review of applicable county, state and Federal criminal and civil records, state bankruptcy indexes, driver’s license, and a credit report. An individual’s granting of a background investigation and resulting report is voluntary, however, employment is contingent upon the successful completion of the investigation. The Trust may refuse to hire an individual, rescind an offer of employment, or review and terminate the employment of a current employee who does not successfully complete a background investigation.

This position requires the completion of the U.S. Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, both as a New Entrant into the position and annually thereafter.
