Presidio Trust Achieves $182M in Earned Revenue in 2024

Factsheet issued foreshadowing OMB Report to come in response to Executive Order

SAN FRANCISCO, Ca. (Feb. 26, 2025) – The Presidio Trust achieved record earned operating revenue of $182M in 2024, validating the effectiveness of its innovative self-sustaining business model.

The federal corporation that manages and stewards the majority of the Presidio – one of America’s most visited national park sites – is distinct from most other federal agencies: rather than rely on annual federal appropriations, the Presidio Trust generates its own revenue.

The Presidio Trust earns funds by rehabbing and then renting old military buildings, most of which are historic. The Trust also earns revenue by operating historic hotels, a historic Army golf course, and by operating most of the utilities within the Presidio. 100% of the Trust’s $58M net operating income is reinvested into the park.

The unique powers granted to the Presidio Trust – in the 1996 law that created it – enable the Trust to operate with the financial flexibility and efficiency of a private enterprise. That law also requires the Trust to retain and use all the profits for a clear public purpose – to keep the Presidio open and free as a national park site, in cooperation with the National Park Service.

As required by the Feb. 19, 2025 Executive Order, the Presidio Trust will submit a report to the Office of Management and Budget by March 5, 2025, detailing the statutory authorities granted to it in the Presidio Trust Act.

Today, the Trust has released a public factsheet detailing its achievements since formation. Notable among these achievements include:

  • In total, due to the Presidio Trust’s unique ability to earn revenue and participate in public/private partnerships, the Trust has generated over $1.1B in value to taxpayers since it stopped taking annual appropriations in 2013. The scale and impact of operations within the 991-acre park includes hosting more than 9.5M free visits a year in 2023; electrical, wastewater, drinking water, and telecommunications utilities maintenance; many miles of roads, trails and sidewalks.
  • The Presidio Trust has leveraged more than $750M in private funding to renew and improve the buildings and lands of the Presidio as a result of its public/private partnerships.
  • The Presidio Trust has generated more than $350M in net operating income since it stopped receiving annual appropriations in 2013. Preserving and enhancing the character of the former military base and national historic landmark while protecting the bottom line has been the Presidio Trust’s focus since its founding in 1996.
