Senior Contract Specialist

About the Role

The Presidio Trust is actively seeking a Senior Contract Specialist. Once an Army Base, the Presidio of San Francisco is now a new kind of national park. The 1,500-acre Presidio is richly layered in history, is a natural oasis for wildlife, plants, and people, and offers iconic views known around the world. In its third decade as a park, public awareness and enjoyment of this exceptional place continues to grow.

The Senior Contract Specialist performs the full range of pre-award, post-award, and contract administration work on a broad spectrum of complex business contracts and agreements. A key area of focus will be in professional services, interagency/cooperative agreements, and task order contracts (Indefinite Delivery/Indefinite Quantity), including by not limited to the areas of financial services, information technology, human resources, engineering, marketing, sponsorship, communications, and property management.

This is a full-time role with benefits and a starting pay range of $102,888 to $117,294. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by July 28, 2023 will receive first consideration.

Responsibilities

  • Perform pre-award and post award contract activities, develop contracting plan, resourcing, determine appropriate contracting type, establish milestones, interface with various internal stakeholders in support of RFP’s/IFB’s.
  • Conduct pre-bid conference, bid evaluations and price negotiations, award recommendations, and contract execution.
  • Coordinate and participate in negotiation of contract terms and conditions.
  • Administer changes to contracts including claim mitigation/resolution and termination.
  • Acts as lead for interagency/cooperative agreements with partnering agencies for scope preparation, document preparation and execution, recordation of obligation and manages same for renewals, extension, updating and closeout.
  • Proactively work with consultants to ensure contract compliance, ensure reporting and contract requirements are met, and Trust invoices and supporting documents are submitted and/or issued in a timely manner.
  • Perform contract close out of tasks including resolution of outstanding contract issues, final invoices, and contractor performance evaluations.
  • Serve as contract advisor with Trust management with respect to contracting and solicitation activities.
  • Use a variety of contract formats including Lump Sum, Not to Exceed, Purchase Orders, Guaranteed Maximum Price (GC at Risk), Design/Build, and external agreements where applicable.
  • Monitor and apply Davis Bacon/Service Contract Act prevailing wage rates where applicable.
  • Assist the Associate Director of Procurement in working with the Trust’s General Counsel to develop new contract formats, update regulatory language and ensure proper document terms and conditions..
  • Support the Supervisory Contracting Officer in mentoring and training Contracting personnel.
  • Schedule work priorities and set deadlines for work completion based on workload and urgency; define technical work requirements and develop strategic plans as needed.
  • Solicit, award, and manage contracts through the contract lifecycle..
  • Other duties as assigned.

Required Qualifications

  • Bachelor’s Degree; AND
  • At least five (5) years of relevant experience with a wide variety of contract types; preparing, managing solicitations and negotiating contracts.
  • Advanced negotiation and interpersonal skills.
  • Demonstrated competency with Microsoft Office.,
  • Experience with contract management systems or similar.
  • Excellent written and verbal communication skills, with an ability to function and drive to clarity in an environment requiring flexibility and creativity during occasional ambiguous circumstances.
  • Adaptability/resilience, innovation, and integrity.
  • Interest in and willingness to improve processes and work methodologies to improve efficiencies and outcomes.
  • Self-motivator with the ability to change direction easily and quickly.
  • Strong customer service skills and ability to collaborate and work with others.
  • Formal presentation skills, innovative, strong sense of integrity, critical thinker, continuous pursuit of excellence and strong business acumen.
  • Knowledge of applicable laws, rules and regulations that govern public procurement/contracting.

Desired Qualifications

  • Experience with a variety of contract services, e.g., communication, human resources, auditing, financial review, consulting, marketing, sponsorship, Interagency/Cooperative Agreements. Familiarity with contracts in financial services, information technology, human resources, engineering, construction, marketing, sponsorship, communications, and property management.
  • Knowledge of Oracle ERP Financial System
  • A good sense of humor and positive can-do attitude.
  • A passion for the mission and values of the Presidio Trust.

About the Administration Team

Part of the newly established Trust Operations Division, the Administration Department provides a variety of contract and solicitation support services for the entire organization. As part of a division that includes office management for Trust-occupied facilities, supports and records management and compliance, the contracting department delivers a high standard of customer service as well as contracting administration, and manages the process of creating and documenting organizational policies and procedures.

Background Investigation

The Presidio Trust has identified this position as subject to an employment background investigation, which shall consist of a review of applicable county, state, and Federal criminal and civil records, state bankruptcy indexes and a credit report. An individual’s granting of an investigation and resulting report is voluntary. However, employment in this sensitive position is contingent upon the successful completion of an investigation. The Presidio Trust may refuse to hire an individual, may rescind an offer of employment to an individual, or may review and terminate the employment of a current employee not successfully completing the investigation.

FINANCIAL DISCLOSURE

This position requires the completion of the U.S. Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, both as a New Entrant into the position and annually thereafter.
